Lambert Walker were commissioned by Fisher German Chartered Surveyors to sculpt the heads of two thieves, to replace those that ironically had been stolen. Working only from photographs Lambert Walker began by modelling one of the heads in clay for the Bromley Davenports to view.

Once this had been approved, a plaster cast of the head was formed; the two heads were then simultaneously carved out of sandstone to ensure they would be identical. Once both heads were completed, they were fixed into position in the presence of the Bromley Davenports.
